English language learning progress draws community concern at S-K board meeting

English-language learners (ELL) were the subject of several speakers from the audience at the Jan. 23 Salem-Keizer School Board meeting.

All the speakers, who included Keizer residents Hugo Nicholas and Vickie Falcon-Vazquez, complained that little progress had been made in the last several years in ELL achievement.

Annalivia Palazzo-Angulo, a former budget committee member, said, “There seems to be stonewalling.” She said that a recommendation for tracking the progress of ELL students had been repeated yearly but that the community “has stepped back during the budget crisis.”
